The Streamlined Country Diagnostic (SCD) synthesizes and prioritizes findings from a suite of recent analytical work to provide an integrated assessment of Libya's development challenges and opportunities. The Country Growth and Jobs Report (CGJR) provides a comprehensive analysis of binding constraints to growth and jobs and proposes a detailed reform roadmap for Libya. The analytical underpinnings also include a Risk and Resilience Assessment (RRA), and recent diagnostics on water, climate, human capital, governance, public finance, and private sector growth - which together provide an analytical foundation for the forthcoming Country Partnership Framework. The SCD brings their findings together to distinguish underlying constraints from their manifestations, identify priority reform areas and dependencies, and frame a feasible development pathway. Anchored in the available evidence and recognizing important data limitations, it offers forward-looking policy guidance for addressing the existing policy and institutional distortions that undermine stability, weaken service delivery and private sector incentives, and constrain job creation. Addressing these distortions - by restoring stability and enabling private sector activity—is central to generating sustainable growth.
