Making Ecosystem Restoration Investable : A Practical Framework for Enabling Private Sector Investment in Nature

This policy note argues that the central challenge is not a shortage of private capital itself, but rather the limited “investability” of many ecosystem restoration projects under current institutional arrangements. Ecosystem restoration projects often involve long investment horizons, high upfront costs, uncertain ecological outcomes, fragmented rights arrangements, and weakly monetized public benefits. In many cases, projects lack predictable revenue streams, clear benefit-sharing mechanisms, credible risk-allocation arrangements, and viable investor exit pathways. As a result, many restoration initiatives do not meet the conditions required for private investors to participate at scale.
