This World Bank report presents a comprehensive analysis and strategic roadmap for integrating Artificial Intelligence (AI) within Türkiye’s educational sector, focusing on primary and secondary education. The primary objective of the study is to map the existing AI and EdTech landscape, assess the country’s readiness for AI adoption, and provide actionable recommendations to guide policymakers toward an equitable, scalable, and responsible use of AI technologies. The report examines AI applications supporting students, teachers, and school administrators, as well as the regulatory, human-capacity, data-governance, and infrastructure conditions affecting implementation. The study employed a multifaceted data collection approach. The methodology included in-depth interviews with senior education policymakers and national stakeholders, an analysis of secondary data on digital infrastructure, educational performance, and EdTech adoption in Türkiye, and a systematic review of national and international education policies and research on AI in education.
