Cybersecurity Maturity Review of the Health Sector in Mongolia

This report examines the cybersecurity landscape of Mongolia’s health sector within the context of the country’s recent progress in strengthening national cybersecurity governance, legislation, and institutional capacity. Driven by the Cybersecurity Law 2021 and the establishment of key entities such as the Cyber Security Council, National CSIRT, and Public CSIRT, Mongolia has significantly improved its cybersecurity readiness and support mechanisms, particularly for critical information infrastructure organizations. The health sector, which comprises the largest group of critical infrastructure entities, benefits from dedicated cybersecurity assistance, risk assessments, incident response support, training, and regulatory guidance. Recent initiatives by the Ministry of Health and the Ministry of Digital Development, Innovation and Communications, including new regulations on health information security and a comprehensive digital health transition plan, demonstrate a growing commitment to strengthening cybersecurity and information protection across the sector. These efforts provide an important foundation for enhancing cyber resilience, securing health information systems, and supporting the continued digital transformation of Mongolia’s healthcare sector.
