This World Bank report presents a comprehensive analysis and strategic roadmap for integrating Artificial Intelligence (AI) within Romania’s public pre-university education system. The primary objective of the study is to map the AI and EdTech landscape, assess the country’s readiness for AI adoption, and provide actionable recommendations to guide policymakers toward an equitable, coordinated, ethical, and sustainable use of AI technologies. The report examines AI applications supporting students, teachers, and school leaders, as well as the infrastructure, systemic, human-capacity, governance, and equity conditions affecting implementation. The study employed a multifaceted qualitative research approach. The methodology included semi-structured interviews between January and February 2026 with 21 stakeholders from government, the private sector, nongovernmental organizations, Romania’s AI Hub, and a rural school, complemented by platform documentation and secondary data on digital infrastructure, educational performance, digital skills, and EdTech adoption in Romania.
