Cloud has become a practical entry point through which governments acquire modern digital capability. AI services, data-analytics platforms, e-government systems, and disaster-recovery arrangements are increasingly delivered through cloud services, rather than built as capital infrastructure. This places cloud procurement on the critical path for digital and AI transformation, and policy, procurement, and financial-management arrangements should be designed to support this paradigm shift. This Guide sets out the case for a centralized government cloud-procurement broker and offers practical procurement resources, including procurement cases based on real-life scenarios.
