This Ready2Respond (R2R) diagnostic assesses Liberia’s EP&R capacity across five components: (1) legal and institutional accountability, (2) information, (3) facilities, (4) equipment, and (5) personnel, supported by cross-cutting analyses on fragility, conflict and violence (FCV) and gender equality and social inclusion (GESI). The assessment draws on extensive desk review, county-level fieldwork, key informant interviews.
