This report presents a data governance roadmap for the CCSS, based on findings from a data maturity assessment of the organization undertaken jointly by the World Bank and A2F Consulting. The next section provides background information on the CCSS. The section after provides an overview of the data maturity assessment findings. The next section presents framework for the data governance roadmap. Planning and implementation are discussed in a subsequent section, followed by a section on the target data maturity state after implementation of the roadmap. This is followed by a detailed domain-by-domain discussion of the roadmap’s key actions, prioritization, activities mapped to maturity levels, and suggested key performanceindicators. Subsequent sections discuss pilot initiatives and program and change management. The report closes with a forward-looking conclusion. The report is supported by several annexes that provide additional context and reference materials.
