ContexteUnder the Paris Agreement, the Republic of Serbia has committed to reduce its greenhouse gas emissions by 33.3% by 2030 compared to 1990 levels. As part of its EU accession process, Serbia has also committed to implement a multidimensional Green Agenda, based on the European Green Deal, adopted by the Western Balkans Heads of State at the EU-Balkans Summit in Sofia on 10 November 2020.DescriptifThe proposed loan is the second in a programmatic series comprising two DPOs, with the first DPO signed in June 2023. It is associated with a matrix setting policy objectives aiming to develop and strengthen the regulatory and institutional framework and to support the Government of Serbia’s efforts to:Align fiscal management with climate-change goalsAccelerate the clean energy transition, andStrengthen the legal framework for GHG mitigation and pollution management. ImpactsThis programme will contribute to Serbia’s sustainable development roadmap and, more specifically, to (i) sustainable growth through the implementation of green budgeting and green tagging, (ii) a low-growth trajectory, and promotion of renewable energies, (iii) strengthening governance in the energy efficiency sector, and (iv) reducing inequalities through measures to combat energy poverty.
