ContextThe project aims to support the greenhouse gas emissions reduction trajectory in Serbia's energy sector, the country's leading CO2 emitter, in line with the authorities' growing climate ambition. The main objective is to facilitate the efficient integration of renewable energy while ensuring the electricity supply to consumers. This will be achieved through the complete digitalization of an electrical substation operated by the Serbian electricity transmission system operator (TSO), serving as a technological model for possible extension across the entire network. The project includes the renovation and digitalization of the Pančevo 1 electrical substation. It is part of EMS's roadmap and the Serbian authorities' efforts to modernize the country's power grid. The project was prepared with technical assistance from RTE International (RTE-i) and funded by AFD through a technical cooperation fund. EMS requested AFD's technical and financial support to modernize the grid, with a focus on the progressive digitalization of substations.DescriptionThe project components are as follows:Project management assistance (€1.95 million): finalization of the detailed design, procurement planning, preparation of tender documents, support for contractor selection, support for the commissioning of facilities, and training of the EMS project team.Equipment component (€7.3 million): replacement of 6 circuit breakers with monitoring sensors, installation of 16 digitally controlled and monitored switches, installation of 16 optical measurement sensors and complete low-voltage digital systems with automation, protection, telecommunications and auxiliary units.Civil works component (€1.05 million): installation of equipment/materials (optical fiber, copper, bays) and renovation works on the existing substation.Contingency component (€1.7 million).ImpactsThis project aims to promote the digitalization of the Serbian power grid, improving its efficiency and the integration of renewable energy sources.
