ContextILC operates and maintains hydroelectric and irrigation infrastructure in northern Kosovo, including the Ujmani dam and the Ibër canal. Much of this system is outdated and requires modernization to improve efficiency, reduce energy consumption, and ensure long-term operation. SCP, with extensive international expertise in water and energy management, has partnered with ILC for many years. Their cooperation, initiated in 2024, aims at supporting ILC in improving water and energy efficiency while ensuring reliable service for agriculture, industry, and municipalities.DescriptionThe technical assistance project comprises two main components: Energy component: which aims to strengthen the technical expertise of ILC's teams in the energy management of hydraulic networks and, more broadly, of infrastructures with potential for productivity; and to study technical and operational improvements and modalities for reducing the energy consumption of ILC's infrastructures, notably through the rehabilitation of the public company's hydraulic infrastructures. Water resource management component: with the objective to define a programme for the rational use of the resource promoting its reasoned, sober and optimal use (hydraulic efficiency) among the various users (local authorities, industry, farmers). It also includes a plan to reduce water losses applied to irrigation.ImpactsSCP will support ILC in producing: an audit of the energy recovery potential of ILC infrastructure;a functional program to improve the hydraulic efficiency of the infrastructure;a training program for ILC employees and a panel of users in order to build the next milestones in end-user support;a diagnosis of ILC's operational capacities, and a capacity-building program.
