"The Client is undertaking work to improve the consistency and effectiveness of its carbon management processes across its programme. The Low Carbon Opportunities Register (LCOR) forms a key part of this approach as it highlights existing and new solutions to reduce carbon on NH schemes. The register requires ongoing maintenance, assessment of new opportunity submissions, and periodic review to ensure it remains accurate, accessible and aligned with the Client's carbon management system. The Service is required to support the routine operation of the LCOR and to develop improved and standardised processes that increase the uptake and effectiveness of carbon saving opportunities across NH schemes.This commission is intended as a time limited, transitional activity to stabilise, streamline and optimise LCOR and associated carbon management processes. A key objective is to progressively reduce reliance on support by simplifying workflows and increasing automation where possible. Knowledge transfer is an essential element of this contract.The Service also includes support to the Client in refining and standardising wider carbon management tools and guidance, including templates used in carbon workshops and other materials relied upon by project teams. The Consultant provides advice and recommendations to transfer learning from the Client's internal teams and the supply chain, ensuring that improvements are practical, efficient and capable of being adopted consistently across the programme. The Service will also provide insights on the tracking of uptake of the register, and the solutions within it across NH schemes.Approximately five to ten percent of the Service includes technical advice on maximum carbon intensities. This includes providing specialist input to ensure the final report for structural concrete is technically robust and clearly describes circumstances where suppliers may not be able to achieve benchmark values without additional cost to the Client."
