The Regulations govern how Borrowers procure goods, works, non-consulting and consulting services under Bank-financed projects: the procurement methods available, the Notification of Intention to Award and the Standstill Period, debriefing, procurement-related complaints, and the sustainable procurement provisions. Which edition applies to a given project is fixed by that project’s Legal Agreement.
