and international candidatesSupervision : Hierarchical management of 3 Hub Finance, Administrative and HR Officers, and a small support team in BanguiSalary: 50,000-54,000 € gross, 33 days of annual leave plus R&R, in-country accommodation (shared housing) and per diemDuties and Responsibilities:He/she ensures legal monitoring, ensures that financial standards are applied in terms of accounting, internal control system and reporting.The Finance, HR and Logistics Manager provides technical support and strengthens the capacity of the support team under his/her responsibility.Key Responsibilities:– Administrative and HR management:Ensure fiscal and legal monitoring of the mission vis-à-vis the country's institutions and ensure compliance with the legislation in force in all the actions of the programEnsure the follow-up of the procedures for registering the mission with the authorities concernedManage national staff contracts in conjunction with the Ministry or Delegation of Work and Social SecurityParticipate in inter-admin meetings with other NGOsEnsure the recruitment and support of national staff, including members of his teamIdentify training needs, train and provide technical support to team membersConduct annual appraisal interviews for your teamEnsure all new staff receive a comprehensive induction, including mandatory Safeguarding training, and maintain accurate records to confirm completion and complianceWork closely with the Safeguarding Team to promote a strong safeguarding culture and ensure that all safeguarding policies, procedures, reporting requirements, and follow-up actions are implemented and adhered to across the country programme- Accounting and treasury:Supervise the accounting cycle of the missionEnsure the supervision, control and accounting consolidation of the mission, the monthly accounting closing for sending to the headquarters and supervise the archiving of accounting documents on SharePointEnsure smooth cash flow control and managementValidate cash inventories, bank reconciliationsMonitor and manage cash flow in the safe and bank accounts, and ensure that cash requests are anticipated and communicated in advanceCompile the cash flow forecasts of the bases and prepare the request for funds at the headquartersChecking analytical assignments and making correctionsEnsure the proper preparation of internal and external audits and ensure financial controls- Finance and ReportingWith colleagues associated with the program, use budget tracking reports to forecast future expenditures and recommend reallocation or modification of the agreed budgetAnalyse financial information, ensure compliance with the mission's financing plans, donor contracts and anticipate possible financial risksIs responsible for ensuring that financial procedures and mission control are respected and updatedEnsure the preparation of new budgets and follow up on themProvide technical support to operational and budget holders on financial managementDevelop and implement procedures and financial monitoring toolsEnsure compliance with the country's tax rules, prepare tax returns and make their paymentsEnsures the training and follow-up of partnerships for financial, HR and logistical aspectsPrepare financial reports and submit to the Director of Finance in the UK-LogisticsEnsure the management of the supply chain and logisticsParticipate in security management with the Country ManagerEnsure compliance with the logistics and procurement procedures of the European Union (PRAG) and Concordis International on the missionManage IT and communication equipment and Concordis leases on the mission- Qualifications and SkillsMaster's degree or professional qualification in accounting, finance, economics, business administration or related fieldMinimum 5 years of experience in administrative and financial management within an NGO/international organizationProven knowledge of financial systems, experience in supervising financial operations in the context of NGO project management, and experience in financial reporting to international donors such as the European UnionExcellent financial and analytical skillsExcellent communication and writing skills to effectively report on the financial performance of programsAbility to manage teams and demonstrate leadershipAbility to assess the finance, HR and logistics skills of the teams, and to train themExperience in supervising logistics and HR operations, including remote team managementFull professional skills in French (written and spoken) and English are desirableExcellent command of computer tools, in particular Microsoft ExcelStrong communication and presentation skillsAbility to interact, communicate and negotiate with local authorities and communities in an open, transparent, constructive, patient and effective mannerAbility to grasp sensitive issues related to cultural differences
