Die Hansestadt sucht nach einem Anbieter, der in der Lage ist, die Parkplatzflächen entsprechend der landesrechtlichen und städtebaulichen Vorgaben zu beplanen, die Anlagen zu errichten und eigenständig zu betreiben. Die Flächen stehen aktuell im Eigentum der Hansestadt Lüneburg. Nach Fertigstellung der Stellplätze, sollen diese zum Teil einzeln an die Grundstückseigentümer verkauft werden. Dabei wird eine Gestattung/Duldung der PV-Anlage inkl. Unterkonstruktion sowie Errichtung, Wartung etc. in den Kaufverträgen festgehalten und über Einträge in die jeweiligen Grundbücher abgesichert werden. Es ist nicht zwangsläufig vorgesehen, dass der Anlagenbetreiber ein Entgelt an die Grundstückseigentümer zahlt. Die Grundstückseigentümer profitieren in erster Linie von einer Überdachung der Stellplätze sowie durch die Übernahme der Erfüllung des § 32a Abs. 3 der Niedersächsischen Bauordnung NBauO. Der Anlagenbetreiber kann die Flächen im Gegenzug zur Stromerzeugung nutzen.
