AIDA provides a collective platform for humanitarian and development actors to coordinate, share information, and engage in joint advocacy to promote the protection of civilians, humanitarian access, and respect for international law.Despite a nominal ceasefire declared in Gaza in October 2025, Israeli military violations have continued daily, and humanitarian needs remain dire for millions of Palestinians. At the same time, the United States declared in January 2026 that phase two of the United States’ 20 point plan, meant to facilitate the reconstruction of Gaza, has begun. While no tangible progress has been made on this front through the Board of Peace or other associated bodies, Palestinian civil society and the aid community have raised serious concerns that these structures, which are ostensibly meant to lead reconstruction efforts, lack meaningful Palestinian leadership, could facilitate further forcible displacement of Palestinians, and further undermine Palestinians’ inalienable right to self-determination.INGOs within AIDA strongly believe that reconstruction in Gaza must be Palestinian-led and advance Palestinian ownership, consistent with the right to self-determination. Therefore, rather than prescribing what reconstruction should look like, AIDA will focus on how to support its members to engage responsibly in future Palestinian-led reconstruction efforts, and to mitigate potential harm.Purpose of the AssignmentAIDA seeks a consultant to review prior reconstruction efforts in Gaza and Palestinian civil society and private sector-identified priorities, and to develop with AIDA members, policy and programmatic guidance to ensure INGO engagement in reconstruction is principled and accountable economic conditions of the Palestinian context, while promoting sustainable, resilient, and inclusive agricultural systems.Specific Objectives:1) Draft an internal paper for AIDA members’ use that consolidates lessons learned from previous reconstruction efforts in Gaza as well as the priorities outlined by Palestinian civil society regarding future reconstruction in Gaza, building on previous efforts from AIDA members.2) Facilitate sessions with AIDA members’ policy and advocacy staff and country directors to identify, based on the paper's findings, areas where INGOs are best positioned in future reconstruction, parameters governing ethical and principled engagement.
