Chaired by the Deputy Prime Minister and comprising representatives of relevant ministries, public institutions, professional associations, academia, and humanitarian actors, the Committee serves as the principal national platform for coordination on matters related to IHL, including legislative review, policy development, awareness-raising, training, monitoring, and cooperation with regional and international partners.The NCIHL plays a key role in promoting respect for and understanding of IHL, supporting the alignment of national legislation and policies with international obligations, strengthening institutional capacities, and facilitating coordination among national stakeholders. It also contributes to the preparation of reports, recommendations, and technical inputs concerning the implementation of IHL and engages with relevant international and regional mechanisms, including the network of Arab National Committees on International Humanitarian Law operating under the auspices of the League of Arab States.Recent developments in Lebanon have underscored the importance of strengthening national capacities to monitor, assess, and document compliance with International Humanitarian Law. In this context, the NCIHL has intensified its efforts to promote awareness of IHL, build the capacities of governmental and non-governmental stakeholders, strengthen monitoring and documentation methodologies, and support the development of practical mechanisms and tools for the assessment of compliance with applicable international legal standards.These efforts contribute to informed policymaking, institutional preparedness, evidence-based reporting, and enhanced national adherence to international humanitarian obligations.UNDP will be supporting the NCIHL in strengthening its institutional capacity, operational effectiveness, and ability to implement its mandate. Building on this partnership, UNDP is supporting the Committee in advancing its annual work plan and strategic priorities, enhancing coordination and outreach, supporting capacity-building and awareness initiatives, and strengthening the institutional systems required for the effective implementation of its functions. To support these efforts, UNDP is seeking qualified personnel and technical expertise to contribute to the implementation of NCIHL programmes, activities, and institutional development objectives.SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORKUnder the guidance and supervision of the UNDP Rule of Law and Governance Chief Technical Advisor/Community Security and Human Rights Project Officer, and in close coordination with the National Committee on International Humanitarian Law (NCIHL), the Senior Project Management and Strategic Consultant shall provide strategic, technical, programme management, and coordination support to facilitate the effective implementation of the Committee's mandate, work plan, and priority activities.The Consultant shall serve as the strategic, coordination, and programme management focal point supporting the implementation of the NCIHL mandate, work plan, and priority activities, and shall be responsible for the following:Support the planning, monitoring, and follow-up of the NCIHL work plan and priority activities, ensuring timely execution and effective coordination among stakeholders.Provide strategic and technical advice to the Committee on the implementation and development of its mandate, institutional strengthening, programme priorities, partnerships, and operational requirements.Develop and maintain plans, activity schedules, tracking tools, and follow-up mechanisms to support the delivery of NCIHL programmes and activities.Coordinate and maintain, on behalf of and in support of the NCIHL, effective working relationships with relevant governmental institutions, public authorities, international organizations, humanitarian actors, development partners, academic institutions, and professional associations engaged in or supporting NCIHL activities.Support the Chairperson and Committee members in the substantive preparation, coordination, and follow-up of strategic meetings, consultations, and high-level engagements undertaken by the Committee.Prepare, draft, review, and provide quality assurance for reports, concept notes, briefing notes, presentations, official correspondence, meeting records, and other institutional and programme documents required by the Committee.Provide periodic technical and strategic inputs to NCIHL activities, initiatives, policy discussions, institutional documents, and partnership engagements.Support the Chairperson and Committee members in the substantive preparation, coordination, and follow-up of strategic meetings, consultations, and high-level engagements.Ensure effective follow-up on decisions, recommendations, action points, and commitments arising from Committee meetings, workshops, conferences, and coordination activities.Coordinate and provide technical oversight, as required, of the work of experts, trainers, consultants, communication personnel, and other project support staff engaged under the project, in coordination with UNDP and NCIHL, to ensure coherence, quality, and timely delivery of outputs.Facilitate information-sharing, communication, and collaboration among project personnel and stakeholders to support the effective implementation of Committee priorities.Identify implementation challenges, operational needs, and institutional capacity gaps and provide practical recommendations and solutions to support programme delivery and organizational effectiveness.Support the development and strengthening of institutional partnerships and initiatives aimed at enhancing the sustainability, effectiveness, and visibility of the Committee and its work.Monitor implementation progress and maintain records of activities, stakeholder engagements, coordination efforts, and programme achievements.Key deliverables shall include, as applicable, strategic and technical inputs, institutional and programme documents, implementation and coordination tools, support to high-level engagements and partnerships, and monthly activity reports documenting progress, outputs delivered, and days utilized.The successful completion of the above responsibilities shall constitute the key deliverables of the assignment, including: (i) periodic support to the implementation and follow-up of the NCIHL work plan; (ii) provision of technical and strategic inputs to NCIHL activities and institutional documents; (iii) coordination and follow-up of meetings, activities, experts, and partnerships, as required; and (iv) submission of monthly activity reports documenting work undertaken and days worked.EXPECTED OUTPUTS AND DELIVERABLESThe consultant is expected to complete the above tasks and activities within 6 months, with a total of 13 working days per month.INSTITUTIONAL ARRANGEMENTSThe consultant will work under the institutional guidance of the NCIHL and its Chairperson, with technical and programme coordination support and supervision from the UNDP Governance and Rule of Law Chief Technical Advisor/Project Officer.The work is expected to start upon contract signature.The consultant will rely on his/her own means of communication and transportation. The consultant shall rely on his/her own means of communication and shall commute from/to the place of residence to the duty station at his/her own expense.All title rights, copyrights, and other intellectual property rights in materials specifically produced as deliverables under this TOR shall vest in UNDP and NCIHL, without prejudice to any pre-existing materials, methodologies, knowledge, or intellectual property of the Consultant. UNDP and NCIHL have full ownership of the activity and of its final product. Thus, any public mention, including through social media, about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP and NCIHL.In the event of any delay, s/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that would affect the flow of the collaborative work and the delivery of outputs on schedule will lead to termination of contract.Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews, or revisions, as needed to ensure the quality and relevance of the work.The consultancy is non-exclusive and may be undertaken alongside other professional or advisory assignments, including assignments in related fields, provided that such assignments do not create a conflict of interest, affect the Consultant’s performance under this assignment, or involve the use or disclosure of confidential information.DURATION OF WORKThe assigned duration for this consultancy is 6 months without exceeding 13 working days per month, for a total of 78 days.The mission is expected to commence immediately after the contract signature and to be completed 6 months from the contract signature date.The time needed to review, comment on, and approve deliverables and outputs is five (5) working days.DUTY STATIONThe assignment will be carried out primarily in coordination with the NCIHL (National Committee on International Humanitarian Law), with the NCIHL premises in Beirut serving as the principal duty location when physical presence is required, complemented by meetings, consultations, and approved field visits across Lebanon as required by the assignment.STANDARD MINIMUM QUALIFICATIONSEducation: A Master’s degree in Law, International Law, or a related field is required.Experience: Minimum 6 years of progressively responsible professional experience in managerial, advisory, institutional, governmental, or programme coordination roles, including relevant experience in public institutions and/or international humanitarian law.Language: Fluency in written and spoken Arabic and English is required.“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment”.How to applyTo apply for this position please follow the link below.
