In this context, the NCIHL has intensified its efforts to promote awareness of IHL, build the capacities of governmental and non-governmental stakeholders, strengthen monitoring and documentation methodologies, and support the development of practical mechanisms and tools for the assessment of compliance with applicable international legal standards.These efforts contribute to informed policymaking, institutional preparedness, evidence-based reporting, and enhanced national adherence to international humanitarian obligations.UNDP will be supporting the NCIHL in strengthening its institutional capacity, operational effectiveness, and ability to implement its mandate. Building on this partnership, UNDP is supporting the Committee in advancing its annual work plan and strategic priorities, enhancing coordination and outreach, supporting capacity-building and awareness initiatives, and strengthening the institutional systems required for the effective implementation of its functions.To support these efforts, UNDP is seeking qualified personnel and technical expertise to contribute to the implementation of NCIHL programmes, activities, and institutional development objectives.SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORKUnder the guidance and supervision of the UNDP Rule of Law and Governance Chief Technical Advisor/Community Security and Human Rights Project Officer, and in close coordination with the National Committee on International Humanitarian Law (NCIHL) and under the supervision of the Senior Project Management Consultant, the Communication and Outreach Consultant shall provide communication, visibility, media, and public awareness support to enhance the visibility of the Committee's work, strengthen stakeholder engagement, and promote awareness of International Humanitarian Law and related initiatives.The Consultant shall serve as the communication and outreach focal point supporting the implementation of NCIHL communication, awareness-raising, and visibility activities and shall be responsible for the following:Support the planning, development, and implementation of communication, outreach, awareness-raising, and visibility activities in support of the NCIHL mandate, work plan, and priority initiatives.Develop, draft, edit, and disseminate communication materials, including news articles, press releases, success stories, briefing materials, newsletters, awareness materials, speeches, presentations, and other information products related to NCIHL activities.Prepare, manage, and update content for social media platforms and other communication channels to promote NCIHL activities, events, achievements, and key messages.Support the preparation and implementation of communication campaigns, awareness initiatives, and public engagement activities aimed at promoting understanding of International Humanitarian Law and related themes.Coordinate media coverage and visibility for NCIHL meetings, workshops, conferences, training programmes, awareness activities, and other events, ensuring timely dissemination of information and key outcomes.Liaise and coordinate, as required, with media outlets, communication partners, graphic designers, photographers, videographers, printing companies, and other service providers supporting communication and visibility activities.Support the preparation, review, design, production, and dissemination of awareness and communication materials in coordination with relevant stakeholders, experts, and partner institutions.Document NCIHL activities, events, achievements, lessons learned, and success stories through written, visual, and digital communication products.Provide communication and visibility support to NCIHL partnerships, public events, stakeholder engagements, and outreach initiatives.Maintain records of communication activities, media engagement, outreach initiatives, publications, communication products, and visibility achievements.Contribute communication inputs to project reports, donor updates, presentations, briefing materials, and other institutional documentation, as required.Support the promotion and dissemination of key NCIHL products, publications, events, and awareness materials through appropriate communication channels.Monitor communication activities and provide recommendations to enhance outreach, stakeholder engagement, public awareness, and visibility of NCIHL initiatives.Prepare monthly activity reports summarizing communication and outreach activities undertaken, communication products developed, awareness and visibility support provided, key achievements, and the number of working days utilized during the reporting period.The successful completion of the above responsibilities shall constitute the key deliverables of the assignment, including:(i) continuous communication, outreach, and visibility support to the implementation of NCIHL activities and priorities;(ii) preparation and dissemination of communication, media, and social media content and awareness materials;(iii) support to media engagement, awareness campaigns, and public outreach activities;(iv) documentation and promotion of NCIHL activities, achievements, and events; and(v) submission of monthly activity reports documenting work undertaken, outputs delivered, and days worked.EXPECTED OUTPUTS AND DELIVERABLESThe consultant is expected to complete the above tasks and activities within 6 months, with a total of 15 working days per month.INSTITUTIONAL ARRANGEMENTSThe consultant will work under the institutional guidance of the NCIHL and its Chairperson, with technical and programme coordination support and supervision from the UNDP Governance and Rule of Law Chief Technical Advisor/Project Officer and the Senior Project Management and Strategic Consultant at the NCIHL.The work is expected to start upon contract signature.The consultant will rely on his/her own means of communication and transportation. The consultant shall commute from/to the place of residence to the duty station at his/her own expense.All title rights, copyrights, and other intellectual property rights in materials specifically produced as deliverables under this TOR shall vest in UNDP and NCIHL, without prejudice to any pre-existing materials, methodologies, knowledge, or intellectual property of the Consultant. UNDP and NCIHL have full ownership of the activity and of its final product. Thus, any public mention, including through social media, about the activity should state clearly that ownership. In addition, any public appearance related to the activity should be coordinated and approved by UNDP and NCIHL.In the event of any delay, s/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly.
