BackgroundTerre des Hommes Italia (TDH Italy) supports children, young people, families and communities in Syria through education, protection, inclusion and social cohesion programmes.As part of its social cohesion work, TDH Italy intends to strengthen young people’s ability to understand conflict dynamics, design contextually relevant peacebuilding interventions, and plan and facilitate inclusive community dialogue. The training will combine practical knowledge with opportunities to apply skills through exercises, simulations and group work relevant to participants’ communities.TDH Italy seeks an individual trainer to develop and deliver two complementary training programmes in Aleppo, Latakia and Idlib:Understanding Conflict and Designing Peacebuilding Interventions.Designing and Implementing Community Dialogue Processes.2. Purpose of the ConsultancyThe consultancy will equip participating young people with practical knowledge, skills and tools to analyse community tensions, identify opportunities for cooperation, develop conflict-sensitive peacebuilding interventions, and design and facilitate safe and inclusive community dialogue processes.3. ObjectivesStrengthen participants’ understanding of conflict dynamics, causes, actors and effects.Develop their ability to apply conflict analysis tools to community situations.Support the design of realistic peacebuilding interventions informed by analysis and the principle of do no harm.Strengthen skills in planning, facilitating and reviewing community dialogue processes.Promote inclusive participation, respectful communication and constructive engagement with different perspectives.Enable participants to demonstrate their learning through practical group assignments and facilitation exercises.4. Scope of Work and Key Tasks4.1 Inception and planningThe trainer willAttend an inception meeting with TDH Italy to confirm participant profiles, learning needs, delivery arrangements and expected results.Prepare a detailed workplan covering preparation, delivery, assessment and reporting within the assignment period.Propose the sequence and dates of the eight courses, allowing adequate time for travel, preparation and review.Clarify in the technical proposal whether the two training programmes will follow a complementary approach for the same participants or be delivered as separate programmes for different target groups, specifying the rationale and any sequencing requirements.Agree daily training hours and accessibility requirements with TDH Italy before implementation.4.2 Training design and preparationDevelop two distinct training programmes with clear learning objectives, session plans, exercises and practical outputs.Prepare training materials in Arabic, including presentations, participant handouts, worksheets and assessment tools.Adapt language, examples and exercises to young people’s experience and the contexts of Aleppo, Latakia and Idlib.Design participatory activities that allow participants to practise analysis, intervention design and dialogue facilitation.Submit materials for TDH Italy’s review before delivery and incorporate agreed feedback.4.3 Training deliveryThe trainer will deliver the following courses:Conflict Analysis and peacebuilding: 2 in Aleppo, 1 in Latakia, 1 in IdlebCommunity Dialogue: 2 in Aleppo, 1 in Latakia, 1 in IdlebFor a total of 4 courses in Aleppo, 2 in Latakia and 2 in IdlebEach course will accommodate approximately 20–25 participants.The trainer will:Facilitate all eight courses in person.Use practical exercises, simulations, case studies, group work and structured reflection.Establish shared ground rules supporting dignity, confidentiality and respectful participation.Manage sensitive discussions impartially and respond appropriately to group tensions.Adapt delivery to participants’ learning needs while maintaining the agreed objectives.Coordinate with TDH Italy’s field teams on attendance, delivery arrangements and emerging concerns.4.4 Assessment and learning reviewPrepare baseline and endline assessments appropriate to each programme, and conduct the assessment in coordination with TDH filed staffAssess practical skills through group assignments, presentations and observed simulations.In coordination with TDH filed staff, collect participant feedback on relevance, accessibility and training quality.Review learning after each course and make agreed improvements to subsequent delivery where needed.Document learning achievements and areas requiring further support without making unsupported claims about wider community impact.4.5 Reporting and handoverSubmit a report for each course documenting delivery, participation, assessment findings, practical outputs and recommendations.Submit a consolidated final report in both Arabic and English covering all eight courses.Provide editable versions of the final training materials, tools and reports.5. Minimum Technical CoverageApplicants should propose a coherent agenda for each programme covering, at minimum, the following areas:5.1 Understanding Conflict and Designing Peacebuilding InterventionsCore concepts of conflict, peacebuilding and social cohesion.Conflict causes, dynamics, escalation and opportunities for constructive change.Practical tools for analysing conflict, stakeholders, relationships and power.Identification of factors that divide communities and factors that support cooperation.Conflict sensitivity and the interaction between interventions and their context.Translating analysis into realistic intervention objectives and activities.Participation, inclusion, risk management and do-no-harm considerations.Basic results chains, monitoring indicators and learning arrangements.Practical development and presentation of a peacebuilding intervention concept.5.2 Designing and Implementing Community Dialogue ProcessesPurpose, scope and limitations of community dialogue.Assessing whether dialogue is appropriate for a particular issue or context.Stakeholder mapping and inclusive participant engagement.Defining dialogue objectives, structure, ground rules and facilitation arrangements.Active listening, questioning, respectful communication and management of disagreement.Managing participation imbalances, sensitive issues and challenging group dynamics.Safety, confidentiality, informed participation and conflict sensitivity.Documenting outcomes, identifying agreed actions and planning follow-up.Practical development of a dialogue process plan and facilitation simulations.6. Expected DeliverablesInception note an detailed workplan: Understanding of the assignment; methodology; proposed course schedule; preparation, delivery and reporting days; coordination and accessibility arrangements (timing: Before training delivery)Two complete training packages: session plans; presentations; handouts; exercises; practical assignment templates; assessment and feedback tools (timing: Before the first delivery of each programme)Eight completed courses: Delivery of all courses according to the approved plan, totalling training days (timing: within implementation period)Eight course reports: Delivery summary; attendance records coordinated with TDH Italy; assessment findings; participant feedback; practical outputs; challenges and recommendations (timing: Following each course, according to the approved workplan)Consolidated final report and material handover: Summary of delivery and learning across all locations; recommendations; final editable training materials and tools (timing: by mid-February 2027)Note: All deliverables are subject to TDH Italy’s review and written acceptance. Applicants must propose delivery dates in their technical offer and confirm them in the approved workplan7. Methodological and Quality RequirementsThe trainer will:Apply a participatory approach appropriate to young people.Balance conceptual learning with substantial practical application.Use clear, respectful and non-stigmatising Arabic.Promote equitable participation across genders, backgrounds and abilities.Coordinate reasonable adaptations with TDH Italy to support participants with disabilities.Apply neutrality, conflict sensitivity and do-no-harm principles throughout delivery.Avoid requiring participants to disclose personal experiences of violence, trauma or sensitive affiliations.Use anonymised or fictionalised cases where disclosure could create risks.Distinguish training exercises from actual mediation or resolution of community disputes.Comply with TDH Italy’s safeguarding, code of conduct, prevention of sexual exploitation and abuse, confidentiality and data protection requirements.8. Management, Coordination and Responsibilities:The trainer will report to the TDH Italy Project Manager and coordinate delivery with designated field focal points.TDH Italy will:Arrange training venues, agreed equipment, refreshments and printing of approved materials.Coordinate local logistics and provide relevant information on participant needs.Review the workplan, materials and deliverables.Support attendance monitoring and communicate applicable safeguarding procedures.The trainer will:Support with selection and mobilising participants.Prepare and deliver both programmes and complete the agreed assessment and reporting.Identify equipment and printing requirements sufficiently in advance.Include travel and accommodation costs required for the assignment in the financial proposal.Maintain regular coordination with TDH Italy and promptly report issues affecting delivery.Changes to the agreed scope, locations, course numbers or deliverables require prior written agreement.9. Duration, Location and Indicative Level of EffortImplementation will take place from mid-October 2026 to mid-February 2027.The contract will cover training delivery days across Aleppo, Latakia and Idlib. All preparation, coordination, assessment, reporting and travel requirements must be included in the proposed daily rate and total contract price. Applicants must submit their financial offer based on implementation days only, with no additional billable days for these tasks.The final schedule will be agreed with TDH Italy, taking account of participant availability and operational arrangements.10. Required Qualifications and ExperienceApplicants should demonstrate:A relevant university qualification in peace and conflict studies, social sciences, community development or a related field, or equivalent relevant professional experience.Practical experience in conflict analysis, peacebuilding and community dialogue.Demonstrated experience designing and delivering participatory training for young people.Experience facilitating sensitive discussions and managing diverse group dynamics.Understanding of the Syrian context and ability to adapt training to local community realities.Ability to develop clear training materials and assess practical learning.Excellent spoken and written Arabic.Availability to deliver the full assignment and travel to all three governorates.Experience in peacebuilding, inclusion, safeguarding and work with humanitarian or civil society organisations will be considered an asset.11. Evaluation CriteriaTechnical proposal: Understanding of the assignment, quality of methodology, agendas, practical learning and assessment (30% weight)Relevant experience: Conflict analysis, peacebuilding, community dialogue and youth training (25% weight)Contextual knowledge and delivery capacity: Understanding of the Syrian context and ability to deliver in all three governorates (10% weight)Qualifications and work samples: Relevant qualifications and quality of submitted materials (5% weight)Financial proposal: Cost-effectiveness, completeness and clarity (30% weight)12. Payment SchedulePayments will be linked to the satisfactory completion and written acceptance of the following deliverables by TDH Italy. Percentages apply to the total agreed contract price.20%: Acceptance of Deliverable 1 and 2: Inception note and detailed workplan and two complete training packages30%: Completion and acceptance of the first four courses and their four course reports under Deliverables 3 and 4, representing 50% of the training delivery.30%: Completion and acceptance of the remaining four courses and their four course reports under Deliverables 3 and 4, bringing training delivery to 100%.20%: Acceptance of Deliverable 5: Consolidated final report and material handover13. Ownership, Confidentiality and Ethical ObligationsMaterials and reports developed specifically under the assignment will be handed over to TDH Italy in editable formats.Any pre-existing or third-party materials must be identified, appropriately acknowledged and authorised for the intended use.The trainer must protect participants’ personal information and comply with agreed consent, confidentiality and data protection procedures.Participant information, photographs and training outputs may not be published or shared externally without prior authorisation.The trainer must sign and comply with TDH Italy’s applicable ethical and safeguarding policies.Revisions needed to meet the approved scope and quality requirements are included in the agreed consultancy fee.How to applyApplicants should submit:An updated CV.A technical proposal explaining their understanding of the assignment, methodology and adaptation to the target group.A proposed agenda for each programme.A detailed implementation schedule covering all eight courses.A breakdown of preparation, delivery, reporting and travel days.Relevant examples of previous training materials or assignments, with their contribution clearly identified.Contact details for at least two professional references.A declaration of availability and disclosure of any actual or potential conflict of interest.A separate, itemised financial proposal in Euros.
