IDA-7082-KE REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTING SERVICES - CONSULTANT’S QUALIFICATION SELECTION (CQS) – FIRMS SELECTION ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR DESIGN REVIEW AND SUPERVISION OF THE PROPOSED CONSTRUCTION OF HEADQUARTERS BUILDING FOR THE WATER RESOURCES AUTHORITY REFERENCE NO.: KE-WRA-564484-CS-CQS The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP) and intends to apply part of the proceeds towards payments under the contract for Consultancy Services for Design Review and Supervision of the Proposed Construction of Headquarters Building for the Water Resources Authority (Contract No. KE-WRA 564484-CS-CQS). The consulting services (“the Services”) include: review the designs, all relevant documents and construction supervision. The consultant shall obtain the approved construction detailed drawings Architectural, Structural and Services (Electrical, Plumbing, Firefighting Infrastructure, ICT and Security System) in order to acquaint with the design and advice of any enhancement in terms of construction methodologies and project implementation. Furthermore, the consultant will review tender documents in consultation with available specific reports and documents, ESIA report and any other related project document to be reviewed for the purpose of identifying any omissions/ additions, which compromise or supplement the completeness or consistency of the design together with the review of Bills of Quantities and Specifications. PPIP Portal Page 1 of 16 The Water Resources Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a. Specific experience of the Consultant (as a firm) relevant to the Assignment. Demonstrate Experience in design and construction supervision of office buildings, commercial buildings, institutional facilities of at least five (5) assignments projects completed within the last 10 years. b. Experience in Similar Assignments. Demonstrate Successful completion of at least two (2) assignments of similar complexity, size, and value, including contract administration and project management services in the last five (5) years. c. Adequacy and quality of the proposed methodology and work plan in responding to the Terms of Reference. d. Key Experts’ qualifications and competence to undertake the Assignment. The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017, August 2018, November 2020 and revised September 2023 which can be found at the following website: www.worldbank.org/procurement The duration of the Consultancy Services is; 1. Consultancy Services for Design Review Five (5) Months 2. Consultancy Services for Construction Works Supervision Stage Twenty-Four (24) Months The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in the Procurement Regulations.
