REQUEST FOR EXPRESSIONS OF INTEREST (REOI)Arab Republic of EgyptGreater Cairo Air Pollution Management and Climate Change ProjectLoan No.: P172548Assignment Title: “Updating guidelines for Healthcare Waste Management in Egypt”Reference No. (as per Procurement Plan): EG-EEAA-559382-CS-QCBSThe Greater Cairo Air Pollution Management and Climate Change Project (herein “the Project”) aims at reducing air emissions from critical sectors and increasing resilience to air pollution in Greater Cairo. The Project aims more specifically at reducing air emissions which is a key step toward the reduction of pollution concentrations and improvement of air quality. The Project will focus on two of the primary sources of air pollution in the Greater Cairo (GC) region (i.e., Cairo, Giza and Qalyoubia Governorates): open burning of solid waste and vehicle emissions; and will include six main components aiming at: (i) enhancing the air quality management framework and decision support system in Egypt; (ii) improving Solid Waste Management services; (iii) reducing air and climate pollutants from vehicle emissions; (iv) furthering stakeholder engagement, awareness and communication; (v) project management and monitoring & evaluation (M&E); (vi) addressing the important issue of unintended emissions of POPs.Brief description about the Enhanced E-Waste and HCW management for Reduction of uPOPs:It is an additional finance (AF) to the parent project; this new activity focuses on reduction of unintended persistent organic pollutants (uPOPs) aligns with the “GEF Project Design and Review Considerations in Response to the COVID-19 Crisis and the Mitigation of Future Pandemics”. This new component will comprise 3 sub-components.Sub-component 6.2: Supporting Effective Healthcare Waste Management, Models, and Solutions has been designed under the proposed Greater Cairo Air Pollution Management and Climate Change project (P172548).This sub-component aims to strengthen the enabling environment for sustainable healthcare waste (HCW) management. It seeks to develop and pilot innovative solutions to reduce unintentional Persistent Organic Pollutants (uPOPs) emissions and promote long-term systemic changes in HCW practices across Egypt.Key activities under this sub-component include:(i) developing and modeling public/private financing and investment models for collection and treatment of HCW.(ii) providing technical assistance to select healthcare institutions on utilization of possible financial mechanisms, procurement of environmentally-sound equipment, training of staff, and integration with the new protocols and facilities.(iii) supporting the preparation of a plan to roll out proper HCW management throughout the country in collaboration with key agencies and stakeholders (including women and other vulnerable communities).(iv) pilot appropriate recycling and re-sale of safely segregated HCW.The requested services covered by these terms of reference are to support the Project Coordination Unit (PCU) and the Technical Implementation Units (TIUs) of “Greater Cairo Air Pollution Management and Climate Change (GGAP&CC) Project” in the implementation of the service of Developing Guidelines for the Healthcare Waste Management in EgyptThe Project now invites eligible consultancy firms to indicate their interest in providing the services. Interested suppliers should provide information demonstrating that they have the required qualifications and relevant experience to perform the scope.The expected duration of the assignment is 12 monthsScope of Work:The selected Consultant will be required to:1. Review Existing Institutional Framework• Assess the roles and responsibilities of existing committees (for example, the Hazardous Waste Materials Committee in MOH, Committee 53 on Hazardous Materials and Waste in WMRA, Technology Accreditation Committee in MOH, and Egyptian Drug Authority (EDA)) within each relevant entity to ensure integration and effective coordination among stakeholders.2. Review Existing Legal Guidelines• Review and update the existing HCWM guidelines developed under the GEF Medical and E-waste Project (2018), incorporating legislative and institutional updates, including the roles and responsibilities of all relevant authorities and stakeholders (WMRA, EEAA, MOHP, MOHE, EDA) involved in healthcare waste management. Identify gaps and areas requiring updates based on current regulations and practices.3. Stakeholder Engagement• Collect and consolidate requirements, standards, and procedures from key entities such as WMRA, EEAA, MOHP, EDA, Ministry of higher education (MOHE), and other relevant stakeholders.• Organize consultations and workshops with stakeholders to gather feedback and ensure alignment.4. Review HCW audit report conducted for the Ain Shams Specialized and French Kasr elany hospitals conducted within project.• The consultant should review and take into consideration the findings of the healthcare waste audit report conducted in this project at the two hospitals under study.5. Update Existing Guidelines• Draft comprehensive HCWM guidelines incorporating:National regulations and policies.Input from stakeholders.• Address all stages of HCWM, including generation, identification, segregation, storage, transportation, treatment, and disposal.6. Validation and Finalization• Circulate the draft guidelines to stakeholders (WMRA, EEAA, MOHP, MOHE, EDA) for validation and feedback.• Revise and finalize the guidelines based on received input.• Organize a workshop with all stakeholders to present the final version.Deliverables:• A detailed work plan outlining the timeline for the proposed tasks.• Report on the review of existing guidelines and identified gaps.• Stakeholder consultation report summarizing collected inputs and feedback.• Draft healthcare waste management guideline for adoption by the Ministry of Local development and Environment in coordination with the relevant competent authorities.
