SPECIFIC PROCUREMENT NOTICEInvitation for Bids (IFB)Project: Greater Accra Resilient and Integrated Development ProjectContract title: Reconstruction of Abbosey Okai BridgeCountry: GhanaCredit No.: IDA-64100RFB No: GH-MWH-219663-CW-RFBIssued on: October 14, 2026• The Government of Ghana has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project and intends to apply part of the proceeds toward payments under the contract for Reconstruction of Abbosey Okai bridge. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.• The Ministry of Works, Housing and Water Resources invites sealed bids from eligible contractors for the Reconstruction of the Abbosey Okai Bridge. The project involves the demolition of the existing concrete arch bridge, approximately 47.5m long and 15.0m wide, which currently spans over the Odaw River. The existing structure is in a deteriorated condition, with visible concrete cover detachment, oxidized reinforcing steel bars, and vertical misalignment of the paving surface.The new bridge structure to be constructed consists of a 47.5m single-span deck, made of COR-TEN steel beams and reinforced concrete slabs, supported by reinforced concrete abutments with pile foundations. The bridge will have sixteen HL 1100 M (S460) steel beams, spaced at 0.95m, with a reinforced concrete slab (C40/50) placed on top. The abutments will be 6.50m high, 16.20m long, and 2.20m thick, with 24 reinforced concrete piles (diameter 1.20m, depth 25m) ensuring structural stability.The project also includes the elevation and reinstatement of the approach roads and surrounding areas affected by the bridge replacement. The existing vertical clearance of the bridge will be increased, preventing frequent submergence during floods. The bridge deck width will be maintained at 15m to guarantee continuity with the existing roadway.Additional works involve jet grouting consolidation at the abutments, with 130 jet grouting columns per abutment, extending 15m below the foundation slab, to mitigate soil liquefaction risks. Drainage modifications include DIA150mm pipes discharging rainwater directly into the river and covered side drains connecting to the existing drainage system. Traffic management and road diversions during construction will be a very critical aspect of works, considering the highly congested area where the new bridge has to be located.The contract shall be executed within 9 months.• Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 7th Edition September, 2025 (Procurement Regulations), and is open to all eligible Bidders as defined in the Procurement Regulations.• Interested eligible Bidders may obtain further information from the Ministry of Works and Housing, Mr. Daniel Kusi, email: dkojokusi@gmail.com and inspect the Bidding document during office hours (9:00 Hrs GMT-16:00 Hrs GMT) at the address (2) given below.• The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of GH¢ 2,000.00 (Two Thousand Ghana Cedis) or in a freely convertible currency.
