BackgroundThe Nurturing Early Skills through Technology (NEST) Project is funded by the Japan Social Development Fund (JSDF) and administered by the World Bank. The Project is implemented by Shanti Volunteer Association (SVA) in close collaboration with the Ministry of Education, Youth and Sport (MoEYS) of Cambodia.The Project aims to enhance access to and quality of Early Childhood Education (ECE) through the promotion of learning through play and the integration of digital technology in target districts in Cambodia. The Project supports teacher professional development, establishment of an ECE digital resource platform, parental and community engagement, improvement of preschool learning environments through construction and renovation, and implementation of pilot school meal programs.The Project is implemented in selected districts in Battambang, Banteay Meanchey, and Pailin provinces, targeting public preschools with the objective of strengthening equitable access to quality ECE services for young children aged 3–5 years.Under Component 2 of the Project, SVA will implement phase 1 of civil works activities, comprising: (i) construction of 8 new preschool buildings, toilets, water tanks and 6 kitchen facilities.; (ii) renovation of 17 existing preschool buildings; and (iii) outdoor environment improvements at 25 targeted preschools. These works are spread across three districts in Battambang province and one district in Banteay Meanchey Province., and procured through Request for Bids (RFB) and Request for Quotations (RFQ) methodsTo strengthen day-to-day site supervision during the main construction period, SVA seeks to recruit two (2) National Individual Consultants – Site Engineers, one (1) based in Battambang Province and one (1) based in Banteay Meanchey Province. The Site Engineers will provide full-time, on-site supervision over the prime contractor(s) at project sites in their assigned provinces, under the technical guidance of the Civil Engineer Consultant and the SVA Engineer.2. ObjectivesThe objective of this assignment is to ensure that the prime contractor’s civil works at project sites are executed in accordance with the approved drawings, technical specifications, Bills of Quantities (BoQ), and contract requirements, through on-site supervision by the Site Engineer.Specifically, the Site Engineer will:• Provide full-time, day-to-day on-site supervision of the prime contractor’s works at project sites in the assigned province.• Ensure quality of materials and workmanship are complied with specification, approved drawing, method statement and schedules.• Ensure that the prime contractor executed all work in compliance with approved Environmental and Social(E&S) document• Maintain accurate and complete site records, including site diaries, inspection checklists, measurement records, and photo documentation.• Provide verified site-level information (progress, quantities, defects) to the Civil Engineer Consultant and SVA Engineer to support progress monitoring, payment certification, and completion.3. Scope of WorkUnder the technical guidance of the Civil Engineer Consultant and the SVA Engineer, the Consultant shall undertake the following tasks at project sites in the assigned province:a. Site Mobilization and Pre-Construction• Become familiar with the approved drawings, technical specifications, BoQs, contract documents, and contractors’ work programs for each assigned site, and report any discrepancies to the Civil Engineer and SVA Engineer.• Participate in site handover to contractors and in pre-mobilization meetings with contractors, school representatives, and the SVA project team.• Sites readiness: coordinate with contractor’s supervisor and relevant stakeholders at target schools during contractor mobilization.• Prepare and submit updated sites plan including photos• Confirm that contractors have mobilized the required personnel, equipment, materials, site signage, and safety arrangements before works begin.b. Day-to-Day Site Supervision and Quality Control• Conduct full-time, day-to-day supervision of civil works at assigned sites, prioritizing site visits according to construction schedules and critical activities.• Inspect and verify key construction stages before contractors proceed (e.g., reinforcement and formwork inspection prior to concreting), using standard inspection checklists.• Verify that materials delivered to site comply with approved samples and technical specifications, and reject and record non-compliant materials.• Witness and record field and material tests (e.g., concrete slump tests, sampling of concrete test cubes, compaction checks), and follow up on test results.• Issue site instructions to contractors on quality and workmanship issues within delegated authority, and refer matters beyond this authority, including design changes and variations, to the Civil Engineer Consultant and SVA Engineer.c. Site Records, Progress Monitoring and Reporting• Maintain a site diary for each site, recording daily activities, workforce and equipment, weather conditions, materials delivered, inspections, instructions issued, visitors, and issues.• Maintain photo documentation (before, during, and after works) and inspection records for each site.• Monitor actual progress against contractors’ approved work programs, and report delays together with proposed corrective measures.• Prepare weekly site progress reports and monthly reports, and submit them to the Civil Engineer Consultant and SVA Engineer.• Participate in regular site meetings and record minutes and agreed actions, as required.d. Measurement and Payment Support• Verify at sites the actual completed works in Activity Schedule submitted by contractors• Prepare measurement sheets and supporting documentation for contractors’ payment applications, for review by the Civil Engineer Consultant and SVA Engineer.• Record and report site conditions or instructions that may give rise to variations or claims, with supporting evidence, for review by the Civil Engineer Consultant and SVA Engineer.e. Environmental, Social, and Safety Compliance• Monitor contractors’ daily implementation of occupational health and safety (OHS) measures, including use of personal protective equipment (PPE), site fencing and barricading, safety signage, safe working at height, and first aid, with particular attention to the safety of children, teachers, and community members at operating preschools.• Monitor implementation of E&S mitigation measures at construction sites, including dust and noise control, waste management, drainage, and agreed working hours, in coordination with the E&S Specialist.• Monitor contractor compliance with labor management requirements, including workers’ code of conduct and prevention of child labor.• Report E&S incidents, accidents, and non-compliance to the E&S Specialist and SVA Project Manager immediately, and in any case within 24 hours, and follow up on corrective actions.• Liaise with school directors, School Management Committees (SMCs), and local authorities on site-level matters, and refer community concerns and grievances to the Project Grievance Redress Mechanism (GRM).f. Completion and Handover• Participate in pre-completion and final inspections, and prepare defect (snagging) lists for each site.• Monitor rectification of defects by contractors and confirm completion of rectification works.• Compile site-level completion documentation, including as-built mark-ups, photo records, test records, and site diaries.• Support the handover of completed facilities to schools, School Management Committees (SMCs), and relevant government counterparts.4. Work SupervisionThe Consultant will work under the overall supervision of the SVA Project Manager and will receive day-to-day technical guidance from the Civil Engineer Consultant and the SVA Engineer.The Consultant will coordinate and liaise with:• The Civil Engineer, the SVA Engineer, and the other Site Engineer, to ensure a consistent supervision approach across provinces;• PMU members and field staff;• The E&S Specialist and other technical consultants engaged under the Project;• Contractors, site supervisors, and construction personnel at project sites;• School directors, School Management Committees (SMCs), community representatives, and sub-national authorities at project sites.The Consultant shall submit site records and weekly reports to the Civil Engineer Consultant and SVA Engineer, and monthly reports to the SVA Project Manager through the SVA Engineer, for review and approval. The Consultant shall participate in regular coordination meetings, site meetings, and World Bank supervision missions, as required.6. Contract Term and Location of AssignmentThe contract period is eight (8) months, from November 2026 to July 2027, with possibility of extension subject to satisfactory performance, project needs, and availability of funding.The Consultant will be engaged as a full-time Individual Consultant (IC) under the NEST Project and is expected to be present at project sites on a daily basis throughout the assignment period.Key arrangements are as follows:• Duty Station: Position 1 – Battambang Province (covering project sites in Kos Kralar, Ek Phnom and Thmar Kaul Districts) Position 2 – Banteay Meanchey Province (covering project sites in Phnom Srok District)• Contract Modality: The contract will be time-based, with remuneration at a fixed monthly rate for the duration of the assignment.• Working Arrangements: Full-time, in accordance with SVA working hours. Work outside regular working hours may be required in line with construction activities, subject to SVA policy.• The Consultant is expected to work primarily at project sites and to make their own arrangements for workspace. Consultant QualificationsEducation• Bachelor’s degree in Civil Engineering, Construction Engineering, Architecture, or other relevant technical field.
