The project is designed to increase girls’ and boys’ enrollment in pre-primary and primary grades, and to improve reading and numeracy proficiency in primary grades, all in project-supported schools.The GRADES-B project aims to address educational disparities in Balochistan by enhancing access, quality, and equity in education. The initiative focuses on foundational literacy and numeracy, increased enrollment, and sustainable systemic reforms. The proposed project is structured around four components to address systemic challenges in the education sector of the province. They focus on improving access to education and enhancing teaching quality, strengthening data-driven accountability, building resilience to climate change, and introducing emergency preparedness mechanisms to minimize disruptions.Project Management Unit (here and after as the Client) intends to apply part of the proceeds to cover eligible payments for hiring the services of qualified Consulting Firm for Technical Support to Strengthen ECE Continuous Professional Development under GRADES-Balochistan (here and after as the Consulting Firm).The consulting services (“the Services”) include provision of technical assistance for Technical Support to Strengthen ECE Continuous Professional Development, ensuring full consistency with the TOR’s referred to in this REOI.The Terms of Reference (TOR) for the primary procurement stage for the assignment can be found at the following website: https://pmused.gob.pk/Tenders or can be obtained at the Office Address, House # 74-A Chaman Housing Scheme, Airport Road Quetta.The Project Management Unit, Balochistan Education Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.A consulting firm(s)/ Joint Venture(s) will be selected in accordance with the Consultant Qualification based Selection (CQS) method set out in the World Bank’s Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” September, 2023.Mandatory Eligibility RequirementsThe following are the key mandatory eligibility requirements for the assignment:Company Registration Certificate, Valid NTN Registration, Audited Financial Statements (3 Years), Minimum Average Annual Turnover (Last 3 Years ≥ PKR 40 Million), CVs of all proposed key experts must be submitted, demonstrating compliance with the required education and experience.Qualification Criteria for the Firm• At least 10 years of experience in education sector. Experience in teacher training, CPD, ECE or curriculum/module development will be required• Experience in developing classroom observation tools, teacher assessment tools or training assessment tools.• Experience of working with government education departments, PITE-type institutions or development partners will be accorded due weightage• Experience in context similar to Balochistan (low-resource, rural and multigrade contexts will be an advantage• Written commitment/availability of proposed key experts for the required duration of the assignment.• Documentary evidence of relevant assignments in teacher training, CPD, ECE, curriculum/module development or classroom observation.• Strong demonstrated expertise in ECE curriculum, early literacy, phonics, early numeracy, play-based pedagogy, assessment and classroom management, with proven experience in developing practical ECE teacher training materials.• Demonstrated experience in training Master Trainers, Lead Trainers or equivalent cadres.• The evaluation of the firm's key expert will be based on a comprehensive assessment of their academic qualifications, relevant professional experience, specialized skills, and core competencies required to successfully deliver the project.Further information can be obtained at the address below during office hours, i.e. 0900 to 1700 hours.Expressions of Interest (EOI) may be delivered in written form to the address given below (in person, or by mail, or by e-mail) by 22nd October, 2026.
