Part of these funds is intended to finance the services of an Individual Consultant for the position of Senior Procurement Specialist, to strengthen the Project’s capacity in the implementation of procurement activities related to ESIAP.SPECIFIC OBJECTIVES OF THE ASSIGNMENTThe Senior Procurement Specialist will be responsible for carrying out procurement activities under the ESIAP Project. The main responsibilities include:(i) Designing and implementing the procurement function within the PCU, including defining staffing structure, functional assignments, coordination with other departments/areas and electricity sector companies (PRODEL, RNT, ENDE, and IRSEA), providing training and mentoring in procurement, preparing procedures, and supporting the development of procurement manuals, in close cooperation with the procurement team and the aforementioned institutions; (ii) Establishing procurement instruments in strict compliance with World Bank procedures (Operational Manual, Procurement Regulations, and procurement management documents in line with the Project Implementation Manual); (iii) Executing procurement activities, including the development of procurement management tools tailored to project needs: preparation, consolidation, and updating of procurement plans in coordination with other areas and electricity sector entities; preparation of bidding documents in compliance with the World Bank Procurement Regulations; support during the authorization process, preparation of notices, responding to bidders’ requests for clarification, participation in proposal evaluation processes, and contract management; (iv) Developing mechanisms to monitor contract implementation, as well as procedures and practices necessary to ensure the integrity of the procurement system, including the filing system; (v) Coordinating and supervising training for stakeholders on procurement procedures.The detailed Terms of Reference (TOR) for this assignment can be obtained at the address provided below.The Project Coordination Unit (PCU) of the Ministry of Energy and Water (MINEA) hereby invites eligible Individual Consultants to express their interest in providing these services. Interested consultants must provide information demonstrating that they are qualified to perform the services (description of similar assignments, experience under similar conditions, etc.).The Consultant should have the following qualifications:• Degree in Engineering, Economics, Business Administration, Public Administration, Law or equivalent, from a recognized University;• Ten (10) years’ specific experience in procurement and contract management activities, from which at least eight (8) years’ experience in projects financed by the World Bank or other multilateral or bilateral institutions;• Documented previous experience in Larger Works contracts and experience in using World Bank or other multilateral and bilateral institutions documents;• Experience in using the WB STEP system;• Working experience in energy sector is an asset;• Computer skills (Word, Excel, and Power Point) as a user;• Working knowledge in Portuguese language. Fluency is an asset;• Working knowledge in English language;• Proven experience in contracting Works (at least two contracts valued USD 10,000,000.00 each), Goods and Non-Consulting Services (at least two contracts valued USD 2,000,000.00 each), as well as Consultancy Services (at least two contracts valued (USD 1,000,000.00 each), including elaboration of the associated ToRs, bidding documents, opening and evaluating bids/proposals, negotiating and managing contracts. {Applicant to submit evidence of experience}Additional qualifications considered an advantage:• Master’s degree or Postgraduate Diploma in Engineering, Economics, Business Administration, Public Administration, Law from a recognized University or attendance of WB specific procurement related courses/seminars in addition to other relevant courses/technical seminars;• Three (3) years' experience in Angola in administrative processes of public institutions;• Knowledge of the Angola’s Government procurement procedures.The Senior Procurement Specialist will be based in Luanda, Angola, at the ESIAP Office, and will report to the PCU Coordinator.The Senior Procurement Specialist’s contract will have a duration of 12 months, on a full-time basis, renewable subject to satisfactory performance.
