For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.• The ZNPHI now invites sealed Bids from eligible Bidders for the Construction and Equipping of the ZNPHI Laboratory Complex Including BSL-3 Containment in Chongwe District, Zambia. The scope further incorporates the supply and installation of inbuilt laboratory furniture and fixed equipment integrated into the facility design, including finishing works and site works as per Section VII - Works’ Requirements.Quantities | 1No. Two storey Laboratory Building,1 No. Administrative Building;1 No. Insectorium (ACL-2);1 No. Biomedical Equipment Maintenance Center and Warehouse;Auxiliary services - water supply, energy, nitrogen storage facilities and related internal and external services and worksConstruction Period | 12 monthsQualification Requirements | General Experience: Minimum of 10 years’ experience in construction of multi-storey buildings.Specific Experience: A minimum number of 1 similar contract specified below that have been satisfactorily and substantially[1] completed as a prime contractor, joint venture member[2], management contractor or Subcontractor between 1st January 2021 and bid submission deadline:1 contract, of minimum value USD 15 million Laboratory Complex Including BSL-3 Containment or 2 contracts each of minimum value USD 7.5 million; orTwo contracts, each with a minimum value of USD 7.5million, where:One contract must demonstrate experience in the construction of a BSL-3 Containment System; andThe other contract must demonstrate experience in the construction of multi storey buildings Average annual turnover: Minimum average annual construction turnover of US$19.5 million, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5 years (starting from 2021-2025);Liquid Asset: The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as US$4.5 million for the subject contract(s) net of the Bidder’s other commitments.3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers –Procurement in Investment Project Financing” (Seventh Edition, September 2025) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.4. This revision dated July 2019 applies the “General Conditions” which form part of the Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer (Second Edition 2017) published by the Fédération Internationale des Ingénieurs – Conseils (FIDIC), and the “Particular Conditions” to be used by Borrowers when applying these “General Conditions.5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for the Bid cost: 50%.6. Interested eligible Bidders may obtain further information from Zambia National Public Health Institute, Head Procurement and Supplies Unit, and inspect the bidding documents at the address below during office hours: from 09:00 A.M to 12:30 P.M. and from 2:00 P.M to 5:00 P.M Zambian Time, Monday to Friday.7. The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$300 or its equivalent amount in a freely convertible currency. The method of payment will be by direct deposit at Access Bank, Acacia Park Branch, A/C Number 0030110000164, Swift Code: AZAMZMLUXXX, Branch Code: 350003 (Account Name: Zambia National Public Health Institute), and the deposit slip must be presented in person or mailed to ZNPHI Head Procurement and Supplies Unit (lengwemulando1@gmail.com). Bids must be delivered to the address below on or before 11:30 A.M Zambian Time on 23rd November, 2026. Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 11:30 A.M on 23rd November 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.9. All Bids must be accompanied by• A Bid Security of US$ 300,000.00 (Three Hundred Thousand United States Dollar) or its equivalent amount in a freely convertible currency at the prevailing exchange rate.• Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and• Local Labour Method Statement.10.
