The Consulting Services (“the Services”) include the following among others:i) Define the scope of the ESIA and RAP studies covering all roads in the validated road list for the relevant cluster (Clusters 2 and 4) through scoping and stakeholder engagement, informed by the applicable E&S screening findings.ii) Establish baseline environmental, social, and livelihood conditions and assess applicable legal and institutional requirementsiii) Prepare a cluster-wide ESIA/ESMP and a cluster-wide RAP for Cluster 2 and 4, each supported by road-specific and district-specific annexes, schedules, maps, mitigation measures and implementation arrangements, in accordance with the outcome of the E&S screening and scoping process for the relevant cluster and in alignment with national requirements and the World Bank ESF.iv) Provide practical measures for mitigation, compensation, livelihood restoration, implementation, monitoring, and integration into project design and execution.v) Establish an inventory for all assets to be affected and determine the replacement cost in accordance with applicable requirements.The estimated level of effort (professional staff-months) for Key Staff is 19.20 Person-months.The implementation period for the assignment is expected to be Twenty (20) weeks from the commencement of the Assignment.
