KINGDOM OF CAMBODIANATION RELIGION KINGMINISTRY OF EDUCATION, YOUTH AND SPORTSECOND HIGHER EDUCATION IMPROVEMENT PROJECT (HEIP II)IDA-CREDIT NO: 76340-KHInvitation for BidsConstruction of Complex building (2)Identification No: MoEYS-HEIP2-RUA-NCB-W-005• The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of the Second Higher Education Improvement Project (HEIP2), Ministry of Education, Youth and Sport (MoEYS), and it intends to apply part of the proceeds of this Credit to payments under the Construction of Complex building (2), Ref: MoEYS-HEIP2-RUA-NCB-W-005.• The Second Higher Education Improvement Project, MoEYS, now invites sealed bids from eligible and qualified bidders for the Construction of Complex building (2). The construction period is 730 Calendar Days.• Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.• This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document.• Bidders’ attention is drawn to Sub-Clause 6.3 of the Instructions to Bidders (ITB) and Section 2 – Bid Data Sheet (BDS) on the Qualification requirements. Qualification requirements include:• Average Annual Construction Turnover: The average annual volume of construction work of the successful Bidder over the last 3 years (2023, 2024 and 2025) shall be at least USD 4.6 million.• Specific Similar Experience: The bidders shall demonstrate experience as prime contractor in the construction of at least two (2) contracts for works of nature and complexity equivalent to the Works with each contract value of at least USD 2.3 million within the last five (5) years. To comply with this requirement, works cited should be at least 70% completed, billed and paid and documentary evidence must be submitted with the bid.• Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be not less than USD 573,000.00.• To obtain further information from and inspect the bidding documents, bidders should contact the following during office hours from 08:00 – 12:00 and 13:30 – 17:30 hours at the addresses mentioned in IFB para 12 from 10 September 2026 to 19 October 2026.• A complete set of Bidding Documents (Soft Copy) may be obtained free-of-charge by requesting through filling the Google Form stated in IFB para 12.
