REQUEST FOR EXPRESSIONS OF INTERESTRepublic of TajikistanTechnical Assistance for Financing Framework forRogun Hydropower ProjectProject ID: P178819Consulting services: Communications SpecialistProject BackgroundThe Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.Main objectives of the assignmentThe Consultant’s primary responsibility is to be the focal point for communications and outreach work across Rogun PMG, JSC Rogun HPP, DFZ and other key stakeholders involved in Rogun HPP Project to support communications for effective reflection of Project activities.The Terms of Reference for the assignment can be found at the following link:https://docs.google.com/document/d/160SSXMvyZISsZWQgzSIXlHI7ovnoQ0JP/edit?usp=sharing&ouid=106350143139932323844&rtpof=true&sd=trueThe Consultant should have the following qualifications:• University degree (bachelor’s or a master’s degree) in Communications, Political Science, International Relations, Journalism, Public Affairs;• Five (5) or more years’ experience working with International Organizations, Donors’ funded projects, communications, international relations, public affairs, political science, or other related field, or equivalent combination of education and experience.
