The Government of Sindh (GoS) has received a loan through Economic Affairs Department (EAD), Ministry of Finance, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB), along with counterpart funding from GoS, towards the cost of the Project Implementation Unit (PIU) Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds for eligible expenditures for the Revalidation of Social Survey/Census and Updating the existing Resettlement Plan (RP) for the K-IV Augmentation Project Routes (Consulting Services).2. The Consultant will be responsible for undertaking the revalidation of the existing Resettlement Plan (RP) for the K-IV Augmentation Project along the finalized Route-1, Route-2 (2A and 2B), and Route-3 alignments. The services will include review of existing project and resettlement documentation; field verification of the approved Right of Way (RoW) and identification of affected persons, structures, businesses, assets and livelihood impacts; updating of the census, socio-economic survey and Inventory of Losses (IOL); assessment of vulnerabilities and additional social impacts; stakeholder and community consultations; updating of compensation and entitlement estimates; preparation and management of digital PAP and asset databases, including GIS and photographic records; and preparation of the updated Resettlement Plan in accordance with the World Bank ESF/ESS5 and applicable Sindh Resettlement and Rehabilitation Policy requirements. The Government of Sindh, represented by the Project Director KWSSIP now invites eligible firms to express their interest in providing the required services. Interested Consultancy firms (“Consultants”) must provide information demonstrating their qualifications and relevant experience to undertake/perform this assignment on the basis of following criteria:a. The consulting firm shall be registered in same business for past ten years providing Resettlement Plan (RP) Revalidation and Updating services.b. Substantive experience (at least 10 years) in preparation, revalidation, implementation, monitoring, and updating of Resettlement Plans (RPs/RAPs), including census and socio-economic surveys, inventory of losses, livelihood restoration, stakeholder engagement, compensation and entitlement assessment, and social safeguards compliance for infrastructure projects.c. The Consultant shall demonstrate successful completion of at least two (2) similar assignments, each with a contract value of not less than USD 75,000, undertaken during the last ten (10) years financed by other multilateral or bilateral development partners. The assignments should be substantially similar in nature, scope and complexity to the proposed assignmentd. Have adequate resources as required under the ToRs.f. Should have adequately established offices.Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.4. Firms are encouraged to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material.5.
