The position will lead the development and refinement of financial tools for budget monitoring, forecasting, financial analysis, partner financial management, and management decision-making.The Finance Manager is responsible for ensuring that the financial management of the consortium is in line with donor requirements, Action Against Hunger policies, contractual obligations, and applicable accounting standards.The position will lead consolidated budgeting, forecasting, financial reporting, cash-flow management, partner financial monitoring, financial risk management, audit readiness, and financial capacity building across the consortium.The Finance Manager will report directly to the Finance Director and work closely with the Consortium Director, consortium partners, Finance Department, Programme teams, and ACF International Network focal points.In addition to Caafimaad Plus responsibilities, the Finance Manager will contribute to Country Office financial planning and management, including the Country Financial Plan (CFP), Budget Follow-Up (BFU) exercises, grant financial management, proposal development, and other assignments delegated by the Finance Director.PurposeThe Finance Manager will ensure strong financial management and oversight of the Caafimaad Plus Consortium through effective budgeting, forecasting, financial reporting, partner financial management, compliance, risk management, and financial analysis.The position will ensure that financial information is timely, accurate, and used effectively to support management decisions and programme implementation.The Finance Manager will also ensure proper implementation of donor and ACF financial policies across consortium partners and support the Finance Director in strengthening overall Country Office financial management.EngagementCollaborate closely with the Finance Director, Consortium Director, programme teams, Technical Heads of Departments, Support Heads, and consortium partner finance focal points on budget preparation, forecasting, BFU reviews, financial reporting, grant management, compliance, audits, and financial risk management.Lead financial coordination with consortium partners and provide financial advice and recommendations to the Consortium Director and Consortium Steering Committee.Actively participate in Country Office financial exercises, including CFP preparation and updates, grant BFUs, financial forecasting, proposal development, and other strategic financial exercises led by the Finance Director.DeliveryEnsure compliance with ACF policies, donor requirements, contractual obligations, and audit requirements.Maintain overall financial control of the consortium, including ACF and downstream partner budgets.Lead consolidated budgeting, forecasting, BFU, cash-flow planning, and financial reporting.Monitor consortium financial performance, burn rates, commitments, accruals, partner advances, and significant budget variances.Provide timely financial analysis and recommendations to the Finance Director, Consortium Director, Consortium Steering Committee, and relevant ACF International Network focal points.Ensure consortium financial documentation and systems remain audit-ready throughout implementation.Identify financial risks early and recommend appropriate corrective actions.Support Country Office CFP, BFUs, proposal development, grant management, and other Finance Department priorities as assigned by the Finance Director.Essential Job DutiesThe Finance Manager will support the Caafimaad Plus programme by ensuring that financial, grants management, partner financial management, and financial information systems are effective and functional.The position will ensure strong financial oversight of consortium partners, including implementation of fraud risk prevention measures, review of partner expenditure, consolidated financial reporting, forecasting, due diligence follow-up, audit readiness, and financial capacity building.The Finance Manager will also contribute to wider Country Office financial management and demonstrate flexibility in supporting Finance Department priorities when required.Financial ControlCoordinate the financial management of multi-partner programmes in line with donor requirements, contractual obligations, and ACF policies.Maintain strong financial controls across the consortium and identify financial and compliance risks.Oversee sub-grant financial tracking and contribute to the development and review of sub-award agreements and amendments.Review partner budgets, payment schedules, financial reporting requirements, and financial provisions of sub-award agreements.Plan donor financial reporting and ensure timely submission and review of partner financial reports.Maintain robust financial management systems to protect consortium assets and financial interests.Consolidate consortium cash flows, forecasts, reporting templates, and financial plans.Review budgets and forecasts to ensure financial sustainability, realistic implementation planning, and efficient use of resources.Monitor monthly burn rates, commitments, accruals, and forecasts and recommend corrective actions for significant variances.Monitor partner advances and liquidations and ensure outstanding balances are followed up and cleared on time.Monitor exchange-rate exposure and recommend measures to mitigate significant financial impacts.Ensure an appropriate financial filing and audit-trail system is maintained for all consortium financial deliverables.Participate in relevant procurement processes in accordance with ACF and donor requirements.Provide financial leadership to the Consortium Finance Working Group and coordinate with other consortium working groups.Support financial assurance and oversight of downstream/Tier 2 partners where applicable.Maintain oversight of major financial risks, including underspending, overspending, ineligible expenditure, partner advances, exchange-rate exposure, fraud risks, and potential donor disallowances.Financial Reporting, Budget and CoordinationLead the consolidation of financial reports, fund requests, forecasts, BFUs, cash-flow plans, and budget amendments and ensure timely submission.Prepare and maintain a consolidated monthly financial overview of the consortium covering expenditure, forecast, burn rate, commitments, accruals, partner spending, cash position, and major financial risks.Ensure accurate financial records and compliance with accounting standards, donor regulations, and ACF financial policies.Review monthly financial performance with consortium partners and identify areas requiring management attention.Challenge unrealistic forecasts, significant underspending or overspending, and unexplained financial variances and agree on corrective actions with relevant teams.Ensure timely recognition and reporting of partner expenditure and accruals.Ensure accurate and timely timesheet submissions from consortium members where applicable.Support year-end financial closure and provide required ad-hoc financial reports and analyses.Provide financial information and recommendations to support Consortium Steering Committee and management decisions.Coordinate financial close-out of consortium grants, including final expenditure, outstanding advances, commitments, partner balances, final reports, refunds/recoveries, and other financial obligations.EngagementCollaborate with programme teams and consortium partners on proposal budgets, revisions, forecasts, and financial planning.Support partners in developing realistic budgets, forecasts, cash-flow plans, and financial reports.Ensure compliance with donor rules, organizational policies, fraud prevention requirements, and internal control standards.Participate in consortium management and coordination meetings and raise significant financial issues requiring management action.Implement consistent sub-grant financial management and compliance processes across consortium partners.Conduct financial monitoring and support visits to consortium partners and recommend improvements.Follow up financial findings arising from partner due diligence, spot checks, monitoring visits, and audits.Maintain and monitor financial corrective action plans and ensure agreed actions are completed.Facilitate training on donor compliance, grants management, accounting, budgeting, forecasting, internal controls, fraud risk, and financial reporting.Liaise with HQ/Network finance teams on donor reporting, accounting closure, financial compliance, and other financial matters.Implement internal and external audit recommendations.Continuously improve consortium financial systems, templates, processes, and controls.Document and share financial lessons learned and good practices across consortium partners.Supervisory ResponsibilitiesThe position has no direct supervisory responsibilities unless otherwise assigned. However, it requires strong functional leadership and coordination with senior-level finance focal persons from consortium partner organizations.The Finance Manager will provide leadership to the Consortium Finance Working Group and will be expected to provide direction, challenge, technical guidance, and follow-up to partner finance teams on matters related to consortium financial management.ObjectivesObjective 1: Budget and Partners' ManagementPrepare and consolidate consortium budgets in accordance with donor and ACF/HQ guidelines.Develop, revise, and amend project budgets according to donor requirements and implementation needs.Lead regular BFU and forecasting exercises for the consortium.Review partner expenditure against budgets and forecasts and provide timely feedback on significant variances.Work with consortium partners to develop detailed financial reports, forecasts, and supporting budget narratives.Monitor financial performance and forecast the financial position of ongoing projects.Monitor partner cash requirements, advances, liquidations, commitments, and accruals.Identify potential underspending or overspending early and coordinate corrective actions with programme and partner teams.Contribute to sub-award agreements, amendments, partner budgets, payment schedules, and financial reporting requirements.Finalize donor financial reports in accordance with accounting, legal, contractual, and donor requirements.Support the financial close-out of partner agreements and consortium grants.Objective 2: Financial Reporting and Financial ManagementEnsure timely, complete, and accurate financial reports from all consortium partners.Consolidate partner and ACF financial information into accurate consortium-level financial reports.Track monthly accruals from partners to ensure burn rates are aligned with implementation progress, time elapsed, and programme scope.Lead monthly financial performance reviews and provide clear analysis of expenditure, forecast, burn rate, commitments, and financial risks.Review budget variances regularly and recommend necessary corrective measures or budget adjustments.Identify errors and inconsistencies in financial reports and ensure they are corrected before consolidation.Prepare ad-hoc financial reports and analysis for the Finance Director, Consortium Director, Steering Committee, HQ/Network, and donors as required.Establish and monitor financial reporting calendars and deadlines.Conduct mid-term and final financial verification of consortium and partner financial records.Monitor advances and liquidations closely and ensure timely clearance.Ensure financial records and supporting documentation remain audit-ready throughout project implementation.Objective 3: Compliance, Risk and AuditReview partner financial reports and ensure reported expenditure complies with donor requirements, partner agreements, and approved budgets.Orient consortium partners on donor rules and financial requirements specific to each award.Coordinate financial monitoring, spot checks, due diligence follow-up, and grant compliance reviews.Plan and coordinate external, donor, and internal audits relating to consortium grants.Maintain a consolidated tracker of audit, due diligence, monitoring, and compliance findings and ensure timely closure of agreed actions.Ensure effective internal controls and fraud-risk prevention measures are implemented.Identify and escalate potential ineligible costs, financial irregularities, fraud risks, significant budget variances, and other financial risks.Review and recommend improvements to financial policies, procedures, systems, and controls.Coordinate financial responses to donor queries and follow up on audit recommendations.Ensure financial assurance extends appropriately to downstream partners where applicable.Objective 4: Training and Capacity BuildingAssess financial management and compliance capacity gaps among consortium partners.Develop and support implementation of financial capacity-building plans.Facilitate and co-facilitate training on grants management, donor compliance, budgeting, forecasting, accounting, internal controls, fraud prevention, audit readiness, and administrative systems.Provide ongoing coaching and technical support to partner finance focal points.Share lessons learned, good practices, and improvements across the Consortium Finance Working Group.Support partners in implementing recommendations arising from due diligence, monitoring, and audits.Objective 5: Country Office Financial Planning and SupportActively participate in the preparation, review, and update of the Country Financial Plan (CFP).Participate in Country Office BFU exercises and lead/review BFUs for assigned grants.Support the Finance Director in monitoring Country Office financial performance, forecasts, spending targets, and financial risks.Contribute to the financial review and development of new funding proposals, including budgets, budget narratives, ICR, support-cost allocation, and financial compliance requirements.Support grant start-up, implementation, amendments, and financial close-out as assigned by the Finance Director.Provide financial analysis and information required for Country Office management and strategic decision-making.Support Finance Department initiatives, process improvements, audits, financial reviews, and other assignments delegated by the Finance Director.Provide temporary financial support or coverage to other grants, projects, or Finance Department functions when required.Contribute to strengthening financial systems, controls, tools, and ways of working across the Somalia Country Office.Internal & External RelationshipsInternal: Finance Director, Consortium Director, Country Director, Programme/Technical Heads of Departments, Support Heads, Finance team, Grant/Partnership teams, and relevant ACF HQ/International Network focal points.External: Finance focal points of consortium partners, downstream partners where applicable, donors, auditors, consultants, financial institutions, and relevant government agencies.Position RequirementsMandatory: Bachelor’s degree in finance, Accounting, Business Administration, or a related field. A relevant professional qualification, such as ACCA, CPA, CIMA, or equivalent, is an added advantageMinimum of six years of relevant experience in financial management within the humanitarian or development sector, including significant experience in grant and donor financial management.Demonstrated experience managing the financial aspects of large, complex, multi-partner consortium awards.Strong experience in consolidated budgeting, forecasting, BFU management, donor financial reporting, partner financial monitoring, and financial analysis.Demonstrated experience in sub-award financial management, including partner budgets, advances, liquidations, reporting, monitoring, and close-out.Demonstrated experience coordinating donor, external, and internal audits for consortium or multi-partner awards.Good knowledge of donor compliance, grant management, internal controls, fraud-risk management, and audit requirements.Strong analytical thinking, problem-solving, advisory, and decision-support skills.Strong coordination and negotiation skills, with demonstrated ability to effectively coordinate finance teams across multiple partner organizations.Ability to identify financial risks and provide practical recommendations to senior management.Strong communication and interpersonal skills with the ability to communicate financial information clearly to both finance and non-finance colleagues.Experience working in complex and volatile humanitarian contexts and emergency response programming.Strong Excel and financial analysis skills; experience with ERP/accounting systems is required.Ability and willingness to travel to field locations within Somalia when required.Ability to work independently, manage competing priorities, and deliver accurate outputs within tight deadlines.Commitment to Action Against Hunger's values, policies, safeguarding principles, and standards of professional conduct.How to applyPlease apply exclusively online via our applicant portal (see the link below)APPLY NOW.Deadline: 24th October, 2026We look forward to receiving your application!
