Croix-Rouge Française
Country: occupied Palestinian territoryOrganization: Croix-Rouge FrançaiseClosing date: 30 Nov 2026Working environment:The French Red Cross (FRC) has been present in Palestine since November 2022, based in Ramallah and working in close partnership with the Palestine Red Crescent Society (PRCS). Initially established to implement a five-year AFD-funded project supporting the institutional and pedagogical development of Ibn Sina College of Health Professions in Nablus, the Delegation has progressively expanded its portfolio to support PRCS across key health and humanitarian priorities. The Delegation currently combines longer-term institutional and capacity-strengthening programmes with support to PRCS's response to the evolving humanitarian context, particularly in emergency medical services, first aid, rehabilitation and disability inclusion, and health education. This includes support to PRCS through CDCS-funded EMS/First Aid programmes, rehabilitation activities, and the continued implementation of the AFD-funded Ibn Sina College project. The overall approach is centred on capacity building, technical expertise, knowledge transfer and institutional strengthening, increasingly through delegated implementation by PRCS while maintaining FRC technical, programme, financial and donor oversight. The programme portfolio is implemented in a highly volatile operational environment, characterised by severe humanitarian needs in Gaza, increasing access and protection constraints in the West Bank, and significant pressures on Palestinian health and emergency-response systems. The Delegation therefore needs to balance longer-term development and capacity-strengthening objectives with the ability to adapt programmes to rapidly changing humanitarian and operational priorities.PositionFor a Programme Coordinator position, the role sits at the centre of this portfolio: ensuring strategic coherence across programmes, supporting and overseeing PRCS-led implementation, maintaining strong donor and partner relations, ensuring smooth and proactive coordination between programme and support teams through all steps of the project cycle, supporting positive team coordination including through the supervision of the Project Manager, identifying opportunities for programme development and funding, and ensuring that FRC's support remains relevant, technically sound and adaptable to the changing Palestinian context.MISSIONS AND ACTIVITIESReporting to the Head of Delegation, the Programme Coordinator will :contribute to the development and implementation of the operational strategy of the Delegation, ensure the monitoring and steering of the implementation and development of programmes, and contribute to the representation of the Delegation to partners, humanitarian coordination bodies and other relevant stakeholders.Lead on all aspects of programmatic design and projects implementation (working closely with all relevant technical experts and counterparts as well as in constant coordination with PRCS), and actively contribute to the strategic & operational positioning and development of the Delegation in support of the Head of Delegation.Coordinate the development and writing of new quality Project Proposals and Concept Notes, in coordination with the Palestine Red Crescent Society (PRCS) and in line with the Delegation's annual operational programming validated by the FRC.Support the programme team in the planning, implementation, monitoring, evaluation and quality and timely narrative and financial reporting of projects, in line with FRC's international strategy and MEAL obligations (processes and tools) in the country of intervention.Contribute to the representation of the FRC and the development of partnerships in support of the Head of Delegation.Ensure good coordination and support of project and programme teams for quality project management.Contribute to good partnership relations and the capacity building of the PRCS, as well as to any further support activities that the position may require.Reporting relationship: Head of DelegationManaging and Operational links :The incumbent will manage the FRC Delegation’s technical programme/project in the field of health, in coordination with partners, Health and NSD Logistics regional experts, and under the supervision of technical advisors from HQ.
