Our work empowers millions of women, men, and young people to choose their own path. • Scope of Action Pathfinder International, through Universal Access to Modern Contraception in Côte d'Ivoire with funding from the Gates Foundation, is inviting eligible bidders to submit bids for the purchase of medical equipment as detailed below. In addition, the cover page must contain the following information: • Company name, address, telephone number, and email address Contact details of the contact person Type of company Signature of authorized person All quotes must be valid for a minimum of sixty (60) days and include a photo of the requested item. Any deviation from the specifications must be clearly indicated on the quote. Documentation Requirement Please provide the following document. • Profile and history of the organization with relevant experience and scans of registration certificates (business license) • Evidence of previous job experience (certificates of awards, certificate of job completion, award letters, purchase order, contracts, including contact details of the clients) • Reference letters from previous organization worked for (where applicable) • Evidence of most recent audited financial statements of the organization (where applicable) Selection criteria When evaluating proposals, Pathfinder International will seek the best value for money rather than the lowest price. Pathfinder will use a two-step selection process: • First stage—Technical proposal (documentation requirements + specifications are technically satisfactory) • Second stage - Financial Proposal (price + lead time) • The first stage involves evaluating the technical proposal (the specifications of the medical equipment proposed by the supplier and its technical compliance with the requirements). Bidders whose technical proposals do not meet the requirements will not be selected for the second stage. The second stage will consist of evaluating the cost proposal and completion time. Pathfinder will review and evaluate bids submitted by the deadline based on the following criteria: Stages Criterion Weight (%) First stage - Technical Proposal Proposal submitted on time-PASS/FAIL First stage - Technical Proposal Specifications are technically satisfactory PASS/FAIL Second stage - Financial Proposal Price 70 Second stage - Financial proposal/Execution/Delivery time 30 Total weight- 100 Bidders whose bids are technically compliant and whose costs are the lowest will be awarded full points. The scores of all other bidders will be reduced by 1% for each 1% increase in price compared to the lowest total price. The requested item must be ready for shipment within one week of the contract being awarded. All bidders submitting a quote within the acceptable range will receive full points. All other bidders will have their score reduced by 1%. Preference will be given to bidders who are able to offer all items, but it is possible that several bids will be awarded or that none will be awarded. Items must be accompanied by a warranty, if applicable. Pathfinder will not reimburse any costs incurred as a result of this request for proposals. • Pathfinder International reserves the right to modify or cancel this procurement process or any of its requirements at any time during the process; such actions by Pathfinder will be either publicly posted or communicated directly to all participants, as appropriate. • Pathfinder International is under no obligation to award a contract or agreement to any bidder and reserves the right to cancel this request for proposals in whole or in part without incurring any liability.
