Vanuatu Affordable and Resilient Settlements Project (VARS)REQUEST FOR EXPRESSIONS OF INTEREST (REOI)Selection of Individual Consultant or Individual Consultant Selection (INDV).Assignment Title: | Land Policy and Legislative Planning ExpertDuty Station: | PMU, Ministry of Lands and Natural Resources,Port Vila, VanuatuDate of Publication: | 27th October 2026Deadline for submission: | 10th November 2026 at 2:00 p.m. Vanuatu Time.Reference Number: | VU-MLNR-573548-CS-INDV1. BACKGROUND OF THE PROJECT:1.1 Assignment purposeMoLNR has established a Policy and Planning Masterplan and Master Working Register identifying approximately 20 priority policies for progression. The Expert will provide targeted technical support to advance a manageable selection of these existing priorities through policy development, consultation, formal decision processes and implementation preparation. The assignment is not a new comprehensive policy-gap assessment or reprioritisation exercise. Policy choices and statutory decisions remain with authorised Government officials. The assignment supports VARS Component 3 by turning existing Ministry reform priorities into substantive, decision-ready policy products and measurable progress. At inception, MoLNR will nominate the selected policies, responsible officers, approved decision routes and expected milestones. The scope and level of engagement will be confirmed with the World Bank before procurement and contracting.1.2. Project contextVARS combines physical investment with institutional strengthening. Experience from Etas, settlement upgrading, ESMASP, LMIS and the proposed Greater Port Vila Concept Plan provides practical evidence for the Ministry’s existing policy programme. The Masterplan and Master Working Register are the starting point: the Expert will use completed studies, recorded decisions and Ministry priorities rather than repeat broad diagnostic or planning exercises.Work will focus on selected, Ministry-authorised policy reforms and their links to project implementation. Services may commence only following applicable procurement, eligibility, conflict-of-interest, budget, Ministry and World Bank approvals.2. PURPOSE OF THE ASSIGNMENT:The objective is to advance a manageable set of priority land policies and associated legislative or administrative reforms already identified by MoLNR, through targeted policy preparation, stakeholder consultation, decision submissions and implementation planning. The Expert will work with Ministry counterparts and relevant governance bodies, without substituting for Government policy decisions or State Law Office legal advice and drafting.Expected results are: (i) a Ministry-approved selection of priority policies with deliverable milestones and accountable owners; (ii) substantive policy papers, options and consultation records for those priorities; (iii) decision-ready submissions and, where authorised, instruction-support materials for the State Law Office; (iv) documented progress through relevant Ministry and Government decision processes; and (v) implementation and handover arrangements for approved measures. Progression, not a new issue inventory, is the principal measure of success.4. REQUIRED QUALIFICATIONS AND EXPERIENCE:4.1 Qualifications• Relevant qualifications in Law, Land Administration, Public Policy, Urban and Regional Planning, Public Administration, or a related discipline.• Demonstrated knowledge of Vanuatu’s land administration framework, including customary and formal land arrangements.4.2 EXPERIENCE• Substantial senior-level professional experience in land-sector policy, administration, legislative planning, or institutional reform in Vanuatu.• Proven experience preparing policy documents, legislative planning materials, technical reports, and recommendations for Government decision-making.• Experience working with Government ministries, the State Law Office (SLO), and relevant line agencies.• Experience in land administration, settlement planning, land registration, or institutional reform is desirable.4.3 Skillset• Strong analytical, policy development, and legislative planning skills.• Sound understanding of Vanuatu’s customary land arrangements, land administration systems, and relevant institutional frameworks.• Excellent written communication skills, including the ability to prepare clear, practical, and evidence-based policy recommendations for Government consideration.• Strong stakeholder engagement, consultation, and coordination skills, particularly when working with Government agencies and the SLO.• Ability to work independently, manage competing priorities, and deliver high-quality outputs within agreed timelines.5. REPORTING:• The Expert reports to the VARS Project Manager for contract administration, work planning and deliverable review. A designated authorised MoLNR sponsor validates Ministry facts, priorities and policy ownership before acceptance. For committee work, the Director General chairs the Ministry Policy and Legislation Committee or delegates the chair to a Director or Commissioner. The Ministry will confirm whether the Policy and Legislative Review Committee (PLRC) is the same body or a separate forum before related support is scheduled.• The Expert will work with the Director of Lands, designated section heads, the PMU, the Ministry Policy and Legislation Committee, the Policy and Planning Group (PPG), and the SLO as authorised. The Ministry sponsor will approve external consultations and identify the official custodian for final records. Committee participants will be designated by Ministry units, departments and positions according to the subject under review; additional Government agencies or technical experts may be invited where cross-cutting mandates or technical needs require their input.• Hold periodic progress reviews and provide concise reports on selected policy products, consultations, decision submissions, decisions outstanding, dependencies and professional input used. Attend PPG and relevant committee meetings as authorised, with preparation and follow-up counted within the agreed engagement. Keep Ministry-approved editable records and avoid parallel reporting systems.• Any communication with the World Bank about the assignment will be coordinated through the Project Manager and authorised Ministry representatives. The Expert may provide technical explanations but may not make commitments on behalf of Government or VARS.6. DURATION OF ASSIGNMENT:Up to 100 professional days: 20 initial days, 40 days in 2027 and 40 days in 2028, subject to approved work plans and authorisations.
