The country experienced multiple shocks, including economic and financial collapse, the COVID-19 pandemic, the Beirut Port explosion, and, most recently, more than a year-long armed conflict that caused extensive damage and losses. These developments led to a severe economic contraction, depreciation of the Lebanese Pound, soaring inflation, fiscal imbalances, and a sharp decline in the real value of income, particularly affecting public sector employees. As a result, state institutions have been struggling to deliver on their mandates due to lack of financial resources and a significant loss of skilled professionals in the public sector. Against this backdrop, the capacity for evidence-based policymaking, regulation, and the delivery of priorities has been severely constrained by the crises. The state continues to face major resource and capacity constraints in responding to the crisis, supporting post-conflict recovery, and addressing structural challenges. At the same time, there is limited visibility over development aid directed to Lebanon. Since the 2019 collapse, most donors have made funding conditional on broad reforms and progress toward an IMF agreement. As a result, only a small share of aid has been channeled through government systems. Most grants and loans remain off-budget, creating a disconnect between aid inflows and national public finance management. The Ministry of Public Works and Transport (MoPWT) is one of Lebanon’s key line ministries, with a mandate covering roads and public buildings, land and maritime transport, civil aviation and urban planning. Through its General Directorates, the Ministry plays a central role in planning, implementing and overseeing public infrastructure, regulating the transport sector and managing major national assets such as ports, airports and the road network.Over recent years, the Ministry has operated under exceptionally difficult conditions. The prolonged economic and financial crisis, the Beirut Port explosion and the impact of recent hostilities have placed significant pressure on the country’s infrastructure and on the Ministry’s institutional capacities, while at the same time increasing the volume and complexity of rehabilitation, reconstruction and modernization needs. The Ministry is also increasingly engaged with development partners, international financial institutions and bilateral donors in the preparation and follow-up of infrastructure and transport programmes. In this context, the Office of the Minister requires dedicated support to strengthen its capacity to lead policy and institutional reform, coordinate with development partners, advance the digital transformation of its work, and monitor infrastructure programmes in close coordination with the Ministry’s technical Directorates. The Minister’s Office, however, continues to face significant staffing shortages, particularly in specialized policy, digital and technical functions.Based on the Ministry’s needs and priorities, UNDP is seeking to contract a support team of two (2) junior professionals to work directly under the Office of the Minister of Public Works and Transport, as follows:Position 1: Digital Transformation and IT Officer — 1 consultant.Position 2: Junior Civil Engineer – Infrastructure Coordination — 1 consultant.SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORKUnder the general supervision of the UNDP Senior Economist and LPARD-P Project manager, and in close coordination with the Office of the Minister of Public Works and Transport, the support team will work directly under the Minister’s Office to support policy, institutional development, international cooperation, digital transformation and infrastructure coordination functions.
