International Labour Organization
Country: IraqOrganization: International Labour OrganizationClosing date: 10 Nov 2026Event Management Services for Financing Decent Work in Fragile Economies EventIn Baghdad, Iraq 30 November 20261Background and rationale:The International Labour Organization project named “The Promotion of the Development of SMEs” (IRQ/23/05/DEU), funded by KfW on behalf of the German Federal Government, has established Iraq’s first dedicated SME credit-guarantee architecture — the Empowerment Guarantee Fund (EGF), operated by the Iraqi Company for Bank Guarantees (ICBG) under the regulatory oversight of the Central Bank of Iraq. Working through participating financial institutions, the initiative was designed to shift the banking sector’s risk calculus toward small and medium enterprises and to expand access to formal finance under fragile-market conditions. The initiative also works in complementarity with other German (BMZ)-supported efforts in Iraq: the International Organization for Migration (IOM) refers eligible enterprises — including among returnee and displacement-affected communities — to the guarantee facility, connecting vulnerable entrepreneurs to the formal finance the fund unlocks.Following an initial pilot phase, the project is now moving to full operational launch across all governorates of Iraq. This transition — from pilot to national scale — is a significant institutional milestone. It is also an opportunity to position the initiative where it belongs: not as a stand-alone SME-finance project, but as a practical, working demonstration of the Global Coalition for Social Justice, contributing directly to its thematic area on expanding decent work and sustainable enterprises.Conditions that must be met in the hall:The halls should have enough space for sitting including registration table at the entrance, per each dayThe hall should have easy access to a minimum of 2 toiletsThe hotel should have full considerations for disability accessThe Hall should be sufficiently bright with good light and air conditions. The hotel shall arrange for fully functional electronic and audio-visual equipment and workshop materials (such as banners and/ or flags banners, data shows, wireless microphones, audio systems, teleconference equipment, etc.)Flipcharts with stands, whiteboard with paper, and markersMeeting signage includes company logo to guide your guests.5 stars hotel and they must be approved by UNDSS.Room on ground floor or higher (not basement floor) Meeting room picture required to be attachedFree Wi-Fi internet connection in the training room.Pens and notepads per participants.CoordinationThe service provider will liaise and report Gashaw Shareef at shareef@ilo.org copying Miran Bakragha at bakragha@ilo.org and Marina Rai at marina@ilo.orgApplicationInterested applicants are requested to submit a complete quotation including price form and priced BOQ as per instructions in the tenderAll applications should be done through the dedicated platform-JAGGAER linked to the UNGMQuotation should remain valid for 90 days after the application deadlinePaymentIf the contract to be issued in the local currency, then the ILO will only consider the UN operations exchange rate from USD to the meant currencyAccording to the ILO policy, the payments of services are performed 30 days after receipt of service to the satisfaction of the ILO.The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO's satisfaction with the service.Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.Evaluation CriteriaThe ILO will consider the Technically compliant/Cost effective quotation, with preference given to experience with UN agencies (preferably the ILO), companies which are registered in Iraq and the KRI, physical exitance on the ground in Iraq and preferably in Baghdad, and experience in managing events and logistics inside IraqImportant Notes:The supplier will be billed to ILO based on the actual number of participants and service ONLY.
